PROPERTY TAXES

  

I support funding police, fire, EMS, roads, water, schools. TRAFFIC REDUCTION—and more!                                                     


I Do NOT support using fear as a motivator- Before someone plays the fear card—(without tax increases it will be the end of times and services will be cut) 

Let’s for once consider helping citizens pay their bills, instead of worrying about counties paying their bills.


Something needs to be done when evaluations Rise 50%-but Paychecks & Retirements do not!


Let’s also consider overspending & tax revenue replacement

For example--According to analysis from the John Locke Foundation, 9 of North Carolina’s 10 most populous counties collected nearly $3 billion more in property taxes over the past decade than what inflation and population growth justify.


 I SUPPORT TWO NC CONSTITUTIONAL AMENDMENTS  LET THE VOTERS DECIDE (OF, BY, FOR THE PEOPLE)                                                         


  • HB 1089 would allow North Carolina voters to decide whether to amend the State Constitution to require laws limiting future growth in local property-tax levies. If values skyrocket- entities must lower tax rates to ensure they don’t collect more than the allowed limit


  • HB 1080—Caps State Income Tax from 7% to 3.5%


  

                                                   HOW DO WE MAKE UP THE LOST TAX REVENUE?


  • Use Zero-Based Budgeting-- A budget built from the ground-up, not using old baseline numbers. Oversight and review of all programs. Justification & Measurable Outcomes


  • HB 1042 attempts to tighten the rules by requiring affordable-housing projects receiving tax exemptions to meet additional standards and demonstrate continuing “public” benefit. Wake County alone is losing out on $745 million annually in property tax revenue due to such exemptions. This is not against affordable living. This will disallow tax benefits to developers (who are not non-profits) 


  • Limit Hospital Tax Loopholes-Broad Exemptions-Limit from 100% to 50%


  • Limit Hospital “sales” tax refunds from 31.7Million to 10 Million annually

Affordable Living

Families across District 36 are being priced out of the very communities they helped build. From housing, healthcare to utilities, costs are out of control. Affordable living doesn’t mean bigger government — it means removing burdens so people can thrive with dignity and self-sufficiency.


Mary will fight to:

  • Stop crippling taxation, which pushes people out of their homes and makes it impossible for non-homeowners to even achieve independent living. 
  • Propel ownership programs for tenants.
  • Define percentage caps on reevaluation taxation. 
  • Cut needless utility regulations to make power more affordable.
  • Stop drug companies from providing incentives to doctors for prescribing drugs, a cost passed on to patients.
  • Protect Medicare for our most vulnerable who would otherwise not have access to healthcare.



Homeowner Rights

Government and private entities know that, for most people, their home is their greatest asset. As your next House District 36 Representative, Mary Insprucker will work to ensure homes are not unfairly leveraged for profit by government or enterprise. 


Mary will:

  • Evaluate ways to control excessive property tax hikes.
  • Protect home buyers from losing due diligence deposits.
  • Stop restrictive HOA rules causing people to lose their homes.
  • Protect property owners from squatters.



Education

Fully Funding Classrooms and Supporting Teachers


North Carolina appropriates 60% of state taxes for public education, yet teachers are still underpaid while feeling compelled to pay for supplies for their own classrooms. Between funding from state, local, federal and grant programs our classrooms should be fully funded. The money is there but the priorities aren’t. As a former Wake County substitute teacher, Mary understands the importance of having resources in our public schools to ensure teacher and student success.


When elected, Mary will:

  • Insist state education funding has requirements that classrooms have ample supplies and updated HVAC systems.
  • Support higher teacher pay.
  • Advocate for smaller class size requirements and more teachers’ aids.
  • Holds school boards accountable for not delivering necessary resources to schools.



Every child deserves the education that works best for them and it’s a parent’s right to choose the best school for their child.

School Choice

Every child deserves the education that works best for them and it’s a parent’s right to choose the best school for their child. Opportunity Scholarships, which are not funded from the public education appropriations, opens opportunities up for families who otherwise could not afford choice. We need to advocate for all children, not just those who best perform in a public school setting.



Advocating for Seniors & Veterans

Mary is active in District 36 as an advocate for seniors and veterans who are getting displaced due to tax hikes and other increased living costs. She is a volunteer for “All Ages, All Stages,” a multisector plan for aging and living well. Mary has been a longtime advocate for aging and veteran services — and she’ll continue that fight in Raleigh.


Mary will fight to:

  • Protect Medicare and lower prescription costs.
  • Support caregiver tax credits.
  • Deliver tax relief for seniors and veterans.
  • Partner with the Secretary of State to crack down on scams targeting seniors.




Bringing Our Tax Dollars Back to Wake

Mary has worked as a consultant for the Town of Cary and knows the funding challenges municipalities face. She will fight to ensure Wake County gets its fair share of state resources.


Mary will fight to:

  • Secure resources for first responders.
  • Bring infrastructure funding home.
  • Ensure towns have the support they need to keep pace with growth.

Fiscal Responsibility

Mary Insprucker supports a balanced budget, not creating long term debt which has to be serviced beyond today’s projected revenue stream. By cutting wasteful spending and prioritizing responsible budgeting, she’ll reduce excessive taxes and regulations, empowering North Carolina families and businesses to thrive.

Public Safety and Supporting First Responders

The number one job for the government is to keep its citizens safe. 


When elected Mary will:

  • Support school resource officers to keep teachers, students, and staff safe. 
  • Bring appropriations home to Wake County to fund resources for first responders and  build a robust police force.
  • Advocate for cash bail and mental health evaluations for defendants with a violent history.

Conservation

Everyone wants clean water and air. We need to take activism out of conservation and instead take a non-political, results-oriented approach. Mary supports the preservation, protection, and restoration of our natural environment using creative approaches which do not burden businesses and property owners. 


Mary supports:

  • Practical, nonpartisan conservation measures.
  • Partnering with the Department of Energy on innovative recycling and fuel alternatives.
  • Smarter transportation planning to reduce pollution.
